Urban Renewal Agency aims to give the downtown an identity

PHOENIX — While motorists zipping through downtown may see an area of dilapidated buildings struggling to establish an identity, Marla Cates sees a historic core of old masonry structures buoyed by new businesses that are helping to slowly revitalize the city.

The Phoenix Urban Renewal Agency has been in place for just over a year, and now city officials are poised to jump-start revitalization plans that have been on the drawing board for more than a decade.
